Recommendations to Increase in Salaries Rejected by Govt

According to the Daily Jang, Govt has refused to increase the salaries of the Govt Employees. Federal & Provincial Governments want to utilize the funds on development programs before the upcoming election. Federal and Provincial Governments refused to introduce Unified Pay Scales wef 01-01-2013.

One member of the Pay & Pension Committee told that Govt wants to utilize the funds on development funds instead of introducing Unified Pay Scales. Pay & Pension Committee already proposed that Pay Scales be revised in a way that there may be no burden on Finance. But Federal Govt has already revised the MP-I, MP-II & MP-III Pay Scales as well as there is increase in 35% in the facilities of Technocrats and retired Beurocrates.

Notification of Revised Pay Scales 2001 & Its Effects on Employees

Pay Scales for the Govt Employees were revised on 01-12-2001 vide Finance Division Regulation Wing Notification No. F.1 (5) Imp/2001 dated 4th September 2001. These pay scales were a huge shock for many employees as there were many benefits the employees already availing, were discontinued, although the salaries of the employees increased on large scale. These pay scales were revised after a long period of about half & seven years. Before Revised Pay Scales 2001, pay scales were revised in 1994.

Here are some salient features of the Revised Pay Scales 2001.

Discontinuation of Allowances

Cost of living Allowance @ 7% was ceased as well as Adhoc Relief Allowance @ 300/- Pm & 100/- PM.

Special Relief Allowance @ 20% & 25% of the initial of the scales 1994 was frozen.

Selection Grade & Move Over

The scheme of Selection Grade & Move Over was discontinued. Thus the employees who were in higher scales by virtue of Move Over were pulled back into their original scales.

Advance Increments

The scheme of Advance Increments on having higher qualification was discontinued. In this way the employees who got higher qualification than the required education for the same post suffered a financial loss after 01-12-2001 and they still waiting for the restoration of the scheme of Advance Increments.

Conveyance Allowance

The rates of CA were increased at the following rates:

(ii) Govt servants drawing pay of Rs. 3240/- PM and above other than those at (i) above Rs. 193/- PM BPS-11 & above Rs. 340/- PM
(iii) Govt servants drawing pay of Rs. 1600/- PM and above but less than 3240/- PM and maintaining motorcycle/scooter above Rs. 130/- PM BPS-01 to 10 maintaing motorcycle/scooter Rs. 230/- PM
(iv) Others Rs. 96/- PM BPS-01 to 10 Rs. 170/- PM

 Daily Allowance

The rates of revised daily allowance were as under:

Medical Allowance

The Medical Allowance to the employees of BPS-01 to 16 was increased from Rs. 90/- PM to 160/- PM.

Increase in Salaries in the Budget 2013 & Expectations of Employees

It is not fully confirm how much salary of the employees will increase in the Financial Budget 2013-14. Various news has been received from the different News Papers regarding the pay and allowances for the employees. No one can say how much salary will increase for the employees. Many days ago news aroused from a newspaper that there will be only 15% increase in the salaries.

Various organizations have demanded to increase a handsome pay and allowances for the Govt Employees. But no official statement has yet been received that shows that is no big chance in this regard.

As you all know that there were so many rumors till the January 2013 for the Unified Pay Scales & Revised Pay Scales, Housing Monetizing etc for the Employees and all became the part of the past. Pay and Pension Committee continued its meeting since many previous years and the result of their meeting was ZERO.

In the present situation there are no chances of Unified Pay Scales and I think also for the Revised Pay Scales as the time is short and Financial Budget is to be announced within few weeks and in the same way the New Govt has not yet assumed the charge.

Request to the Govt of Pakistan

I today want to request to the Govt that it must look into the matter of the poor employees of Pakistan as the employees are living from hand to mouth especially the lower grade employees. They are forced to do part time work to meet their daily needs. The present pay and allowances for the employees are not enough to put food on the table for their kids. Only food is not their issue there are many other issues: The schooling of their kids, medicines for the family, the prices of those are increasing with the every day passing.

According to survey most of the lower grade employees are forced to take loan to meet the needs of their routine. Their pay is gone with the first week of month. The same case is with the pensioners. When an employee is retired from Govt Service he/she gets average about 600,000 gratuity that is not enough even to purchase a 5 Marla Plot in any city. The matter of its construction is the other issue if he succeeds any way to purchase a 5 Marla plot.  Govt should also do some thing in this matter.

Keeping in view the above facts the Govt should look into the series matter of the poor employee and there should be at least 50% increase in the salaries of the employees with the condition that there be no increase in the dearness.

Amendment in the Notification of Revision of Management Position Scales

Govt of Pakistan Finance Division Regulation Wing, Islamabad has issued Notification No. F.3 (2) R-4/2011 dated 5th September 2013 in connection with the amendment in Serial No.5 of the previous issued Notification on 24-12-2012 regarding Revision of Management Position Scales; MP-I, MP-II & MP-III.

In this notification the words,” One month’s basic pay for each completed year of service”  in S/No 5, Gratuity against the columns having heading of MP-I, MP-II & MP-III, have been replaced with “One month’s basic pay for each completed year of service provided that they are not retired civil servants as they are already drawing pension”

Chart of Increase in Salaries after Annual Increment 2013 for Federal & Provincial Employees

I have discussed here in detail about the Increase in Salaries after Annual Increment 2013 for Federal & Provincial Employees. You know Annual Increment is granted every year with effect from 1st December. There is increase in the basic pay by granting Annual Increment of all the employees except those who joined their service on 2nd June or later.

Here you will get the full detail of the Annual Increment Pay Scale wise as well as the Adhoc Allowances increased with the granting of Annual I increment.  Adhoc Relief Allowances of the year 2012 and 2013 will also be increased. The detail is as under:
